(1) General Office
To be responsible for government affairs of institutions; be responsible for routine operation of the message institution, meeting affairs institution, confidential institution, archives institution and other institutions; handle messages, letters and visits from the people, proposals, suggestions, proposals, safety and secrecy, government information publicity and other work; undertake the organization and superintendence work of important issues; be responsible for the transaction of administrative licensing.
(2) Research Office
To be responsible for studying development strategies and major issues of administration and environment of this city; organize and conduct investigation and study of important subjects; undertake the drafting of important manuscripts; organize the compilation of relevant chorography and yearbook.
(3) Legal Affairs Division
To be responsible for impelling the comprehensive work of administration according to law of institutions; draw up the protocol of local regulations and the protocol of government regulations concerning the city management, comprehensive coordination of urban and rural environmental construction, public utility management, city appearance and environmental sanitation management, as well as energy operation and management; be responsible for the supervision, instruction and coordination of administrative law enforcement work; undertake relevant work of administrative reexamination and response to suits; undertake the legality examination of administrative standard documents of institutions and relevant filing work.
(4) General Planning Division
To draw up plans for the development of the city management; organize and draw up specific planning and annual plans for city environmental sanitation, fuel gas, heating supply, coal, electric power, underground pipeline galleries, subsidiary facilities and other industries; draw up relevant reform policies and programs; bring forward adjustment suggestions of product price and service charge within the industry; be responsible for statistical analysis of the industry.
(5) Division for Environment Construction Planning and Development
To draft relevant urban and rural environment construction and development planning and organize and draw up relevant standards and norms for urban management and environmental construction; organize the implementation of research on the city management and the environmental construction mechanism; assume the responsibility for implementing plans and arrangements for major environmental construction projects; instruct the city management and environmental construction work in various districts in Beijing and relevant industries.
(6) Division for Urban Management Comprehensive Coordination
To be responsible for the key work of city management and urban and rural environmental construction in Beijing; coordinate and solve major problems and problems of common characters in the city management and urban and rural environmental construction; take the lead in organizing major meetings and urban environment guarantee work in major festivals and holidays; contact central units and army in Beijing to coordinate and conduct the city management and environmental construction work; bear the responsibility for the comprehensive coordination between the environmental order management and relevant law enforcement work in city management; undertake the specific work of Office of Capital Environmental Improvement Commission.
(7) Division for Supervised Inspection and Evaluation of Urban Management
To be responsible for the supervised inspection and evaluation of the city management and urban and rural environmental construction, and build and improve the relevant supervised inspection and comprehensive evaluation system; draw up a supervised inspection and evaluation system for relevant departments, industries, enterprises and public institutions and key environmental construction projects in the city management, and organize the implementation; take the responsibility for instructing, supervising and coordinating the normalized management work of the system “be responsible for general sanitation, green covering and keeping good social order in a designated area outside one’s door”; instruct various districts to build a comprehensive supervision, inspection and evaluation system, and organize the implementation of social evaluations on the city management and environmental construction work.
(8) Urban Grid Management Office (Urban Management, Supervision and Command Center)
To assume the responsibility for the construction, operation and daily management of the urban grid management system; organize and instruct the urban grid management work; be responsible for organizing the comprehensive research and statistical analysis; take the responsibility for collecting and analyzing relevant data and information from some urban operation monitoring platforms; bear the responsibility for the task allocation and coordinated solutions of cases on the comprehensive information platforms for city-level urban grid management and major and tough problems.
(9) Division for Urban Sceneries Management
To be responsible for environment and landscape management of this city; draw up city environment and landscape construction and development planning and annual work plan, and organize the implementation; organize and draw up relevant administrative standards and criterion, and supervise the implementation; instruct and implement the planning, construction and administration of environment and landscape at key areas and streets; organize and launch sceneries layout and management in major events; organize and coordinate the management of public service facilities of urban highways, organize and draft specific planning, organize and draw up installation standards, and organize and implement construction.
(10) Division for Urban Appearance and Environmental Renovation
To be responsible for environmental renovation and management work of this city, draft workplan, draw up tasks and schemes, and organize the implementation; organize the implementation of the coordination and management in the comprehensive improvement of environmental issues and environmental order in key areas; organize relevant personnel and departments to bury overhead lines underground and launch normalization and renovation; instruct the city environment innovation work.
(11) Outdoor Advertising Management Division
To be responsible for installation and management of outdoor advertisings, plaque logo, slogans and propaganda materials of this city; organize and draw up professional planning and technology standard, and supervise the implementation.
(12) Urban Lighting Management Division
To be responsible for the operation, maintenance and management of roadway lighting facilities of this city; participate in the planning and completion acceptance of projects for constructing municipal roadway lighting facilities; undertake the landscape lighting management, specifically the management of roadway and landscape lighting in important areas and places; organize the making of relevant management regulations and standards, instruct the roadway lighting and landscape lighting management in various districts and relevant units.
(13) Environmental Sanitation Management Division
To draw up a professional planning and annual plan for environmental sanitation management of this city, and organize the implementation; organize and draw up performance standards, norms and criterion of environmental sanitation, and supervise the implementation; organize and delimit city environmental sanitation responsibility zones, and coordinate every industry to implement the city environmental sanitation responsibility system; be responsible for instructing, coordinating and supervising city environmental sanitation management work at districts and relevant units; be responsible for cleaning management and public latrine management in city environmental sanitation; instruct and coordinate emergency management work of snow sweeping and ice shoveling.
(14) Division for Solid Waste Management
To be responsible for instructing and managing the sweeping, collection, transportation and disposal of solid waste such as household waste, kitchen waste, excrement and dregs in this city; conduct supervision and management of the renewable resource recycling industry according to relevant provisions; draw up a professional planning and annual plan for the management of solid waste and the supervision and management of the renewable resource recycling industry, and organize the implementation of the plan; establish a household waste-disposing registration system and organize the implementation of the system; organize and draw up some relevant development policies, management regulations, operating standards and operational norms and supervise the implementation.
(15) Division for Environmental Sanitation Facilities
To be responsible for the environmental sanitation facilities construction, such as instructing and managing the household waste disposal, renewable resource recycling and public toilets in Beijing; participate in the examination of planning and design schemes for relevant supporting environmental sanitation facilities in the urban construction and transformation; take part in the completion acceptance of relevant projects; assume the responsibility for instructing, coordinating and supervising the operation and management of household waste-disposing facilities and renewable resources-transiting facilities; make an overall arrangement for the flow and flow scheduling of household waste.
(16) Division for Energy Operation and Management
To be responsible for making overall arrangements for energy operation in Beijing; draft a scheme for adjusting the annual energy operation in Beijing; coordinate the solve major problems in the energy operation; assume the responsibility for balancing the total quantity of resources including gas, coal, electricity and refined oil; draw up a coal reserve base planning and organize its implementation; take the responsibility for monitoring and analyzing the trend of energy operation, the transportation of coal, electricity, gas and oil, as well as the supply-and-demand condition; organize the establishment of an energy comprehensive information monitoring system; study and put forward countermeasures and suggestions for energy pre-warning and energy operation adjustment; develop and improve a joint-coordination and supply mechanism for electric heat normalization.
(17) Division for Electricity and Coal Management (Beijing Municipal Electricity Management Office and Beijing Municipal Coal Management Office)
To be responsible for the management of electricity and coal industry in Beijing; organize and draw up special planning, industry norms and technical standards for the development of the electricity and coal industry; assume the responsibility for coal production, business licensing and market monitoring; punish illegal acts against coal production and business operation according to law and assume corresponding responsibility of supervision and management; analyze and put forward policy measures for electricity demand-side management and organize the implementation; abide by the law to assume the corresponding responsibility of supervision and management for norms, technical standards and approved administrative licensing items in the electricity industry; take the responsibility for the industry management in power supply points; coordinate the solution of major problems concerning the electricity and coal industry; undertake relevant work of coordinating electricity construction; undertake the specific work the Beijing Electric Power Emergency Command Office.
(18) Gas Management Office
To be responsible for the management work of the gas industry in this city; draw up gas development planning and annual gas supply plan, and organize the implementation; organize and draw up the standards for construction and operation of gas facilities, safety management and gas supply services; supervise and examine the safety and service work of the gas industry; participate in design review and completion acceptance of important gas supply projects, and organize the implementation of major gas projects and technical reform projects; be responsible for gas safety propaganda and professional training.
(19) Heating Supply Management Office
To be responsible for the management, reform and organization of the heating supply industry in the city; draw up heating development planning and an annual balance plan for production, procurement, allocation and supply and demand of heating energy, and organize the implementation; organize and draw up administrative standards and criterion for technology, operation, service and supply of the heating industry, and supervise the implementation; participate in the design review and work acceptance of important heating projects; supervise and examine the safety management and service work of the heating supply industry; organize coal-fired heating stockage and conduct the supervision and examination; organize and manage heating energy conservation.
(20)Division for Integrated Management of Petrol (Gas and Charging) Stations
To be responsible for drawing up development plans and annual plans for the development of the gas (charging) station industry in the city and organize the implementation; organize relevant personnel or departments to develop norms and standards for safety management technology and emergency repair and maintenance of gas (charging) stations; assume the responsibility for the comprehensive coordination in the management of petrol (gas and charging) stations; take the responsibility for the construction and operation management of charging stations (piles) for new energy automobiles; participate in the completion acceptance of petrol (gas and charging) stations-building projects.
(21) Division for Underground Comprehensive Pipeline Gallery Management (Division for Coordination of Municipal Facilities Construction)
To be responsible for the comprehensive coordination and management of planning, construction and operation of underground pipeline galleries in Beijing; draft relevant laws f and regulations; study and build a mechanism for the daily operation and management of underground pipeline galleries; participate in the making of the underground pipeline gallery planning, draw up the annual construction planning, and bear the responsibility for the supervised management of underground pipeline gallery operation; undertake the planning and coordination work of relevant municipal facilities, establish an effective mechanism for connecting the planning, construction and management of municipal engineering, and participate in the joint check and acceptance of relevant construction projects.
(22) Municipal Pipeline Management Division
To be responsible for the comprehensive coordination and management of underground pipelines, inspection well, manhole cover facilities and overhead lines in this city, take the lead to build an underground pipeline operation and management system; build an underground pipeline hidden trouble investigation and management system and make an overall arrangement and coordination of the underground pipeline hidden trouble investigation and management work; draw up plans relating to municipal pipeline construction planning and maintenance, and organize the implementation; draw up the quota and standard of the maintenance of underground pipes, inspection wells for underground installations and manhole cover facilities together with relevant departments.
(23) Oil and Gas Pipeline Protection Office
To be responsible for protection of oil and gas pipeline in the city（excluding the pipeline in the oil refining and chemical plant area）; take the responsibility for coordinating and managing oil and gas transmission underground pipelines, and coordinating and handling big problems in pipeline protection; instruct and supervise relevant departments to perform obligation to protect the pipeline; investigate and punish illegal acts against pipeline safety.
(24) Safety Emergency Division
To be responsible for industry safety supervision; undertake the office work of Emergency Headquarters of Beijing City Public Accommodation Accident, draw up a safe operation outline, draft and revise relevant emergency plan, and assume the responsibility for implementing and practicing the emergence plan; bear the responsibility for the collection, arrangement, analysis, reporting and publication of relevant emergency information; be responsible for the command and coordination of emergency processing of relevant unexpected events; assume the responsibility for relevant safeguard work of major activities; participate in and organize the flood prevention of municipal public facilities; be responsible for comprehensive work attendance.
(25) Division of Scientific and Technological Information
To be responsible for science and technology and information-based management of the industry; organize, draw up and draft a development planning, annual plan and key scientific and technological development plan of the industry, and undertake their implementation; be responsible for comprehensive management of the standard and technological supervision; instruct new technology promotion and application innovation within the industry; be responsible for scientific and technical information, scientific and technological exchange, popularization of science and expert management.
(26) Division for International Cooperation and Exchanges
To organize international cooperation and exchange as well as the work concerning foreign affairs or foreign nationals; be responsible for relevant negotiation and coordination of projects with foreign investment; manage projects with loans from foreign governments and international financial organizations; instruct and supervise foreign technical exchanges, as well as the introduction of technical equipment and fund.
(27) Publicity Mobilization Division
To be responsible for news propaganda, social mobilization and public opinion-coping work in the city management and urban and rural environmental construction; establish and improve the propaganda and mobilization mechanism; organize, scheme and coordinate the news reporting, news release and other activities; organize, instruct and drive the public to participate in propaganda and mobilization of city administration and environment management; organize the propaganda work.
(28) Financial Division (Audit Division)
To be responsible for formulating and submitting the budget and final account of the department; be responsible for management work of the institution’s budget fund, capital construction fund, government procurement, revenue from administrative and institutional fees and assets; assume the responsibility for the planning and management of operation and maintenance funding in financial budget for the city management, and participate in drawing up special funds management methods; organize and implement internal audit and performance examination; examine and instruct financial management work of the budget entity to which it belongs.
(29) Organization and Personnel Division
To be responsible for organizational building and cadre team building of the party; undertake the personnel, organization establishment and education and training of the institution and subordinated department
