| Statutory Responsibilities |
|
Beijing Municipal Commission of Urban Management (Office of Beijing Urban Environmental Development Committee), as a competent department of the city management, is a composing department of the municipal government in charge of the city management, comprehensive coordination of urban and rural environment improvement, city appearance and environmental sanitation management, daily energy operation and management, as well as management of related public utility in Beijing. Beijing Municipal Commission of Urban Management (Office of Beijing Urban Environmental Development Committee) has the following statutory responsibilities
(1) To implement the relevant state laws and regulations, strategic planning and policy measures of the state; draw up the protocol of local regulations and the protocol of government regulations concerning the city management, comprehensive coordination of urban and rural environmental improvement, city appearance and environmental sanitation management, daily energy operation and management, as well as management of related public utility in Beijing; draft the development planning and the annual plan with regard to city management and organize the implementation; establish relevant standardized work programs and plans, draft relevant local standards and norms, and organize the supervision and the implementation.
(2) To be responsible for professional guidance, organization and coordination, command and dispatching, and specific rectification, inspection; undertake the city management, and comprehensive coordination, supervision and assessment of urban and rural environmental improvement; undertake the specific work of Office of Capital Environmental Improvement and Management Commission.
(3) To be responsible for co-coordinating, planning and guiding the city's grid management; take the responsibility for the construction, operation and daily management of the city management grid system; organize, coordinate and manage the monitoring work of city operating security.
(4) To assume the responsibility for management of the city’s appearance; organize, coordinate and implement the construction and management work of landscapes in key areas and streets; organize, coordinate and manage the installation of public service facilities of urban highways; be responsible for comprehensive adjustment work of the city appearance and environment; organize relevant units to bury overhead lines into ground, and conduct standardization and rectification; take charge of the management and arrangement of outdoor advertising, plaque logos, slogans and promotional materials; take the responsibility for city lighting management work, draw up the special planning of lighting of night scene together with the municipal planning department, organize the implementation, and supervise the maintenance management of lighting facilities.
(5) To be responsible for organization, administration, supervision and examination of environmental sanitation in the city; undertake the responsibility of supervision and management of sweeping, collection, storage, transportation and treatment of household waste and other solid wastes; bear the responsibility for guiding and managing the construction of environmental sanitation facilities; undertake the responsibility for waste classification, and organize the supervision and management of the renewable resources recycling industry.
(6) To be responsible for trade management of fuel gases, heating supply, coal, electric power and power supply points; assume the responsibility for comprehensive coordination of city petrol (gas) stations management; take the responsibility for the construction and operation management of charging stations (piles) for new energy automobiles.
(7) To coordinate the daily energy operation in Beijing; undertake the daily operation, monitoring, dispatching, coordinating and supply guarantee of coal, electricity, petrol, gas and other energy; establish and improve a joint-coordination and supply mechanism for joint electric heat normalization.
(8) To assume the responsibility for the comprehensive and coordinated management of the underground pipelines and the inspection of manholes and manhole covers; work together with the roads and traffic authority and other relevant administrative departments in Beijing to promote the simultaneous implementation of underground pipeline galleries and road projects; undertake the comprehensive integrated management of underground pipeline gallery planning, construction and operation, formulate relevant policies, participate in the making of underground pipeline planning, draw up the annual construction planning, and bear the responsibility for the supervised management of underground pipeline gallery operation; undertake the planning and coordination work of relevant municipal facilities, establish an effective mechanism for connecting the planning, construction and management of municipal engineering, and participate in the joint check and acceptance of relevant construction projects.
(9) To be responsible for protection of oil and gas pipeline (excluding the pipeline in the oil refining and chemical plant area) in the city, and assume the individual supervisory responsibility.
(10) To undertake the security control or management responsibility for the city appearance and environmental sanitation, fuel gases, heating supply, coal, electric power, power supply points, auxiliary facilities, underground pipeline galleries, renewable resources recycling, gas (power) stations, outdoor advertising facilities, city lighting facilities and other aspects; be responsible for the supervision and management of quality and safe operation of projects constructing related important facilities; urge key units within the industry to establish safety management system and emergency preplanning, implement safety precaution measures, eliminate accident threat, and assume the responsibility of supervision, check and law enforcement within its scope of duty and authority; undertake the specific work of emergency command of public accommodation accidents in Beijing, and take responsibility of organizing, coordinating, instructing and inspecting the prevention and treatment of public accommodation accidents in Beijing.
(11) To be responsible for technology development and information construction of the city appearance and environmental sanitation management, daily energy operation and management, management of relevant municipal public use; instruct key problems tackling towards major scientific and technological projects within the industry, achievement promotion and new technology introduction; undertake the responsibility for conducting overall management and management of financial fund for the city management; organize and launch foreign exchanges and cooperation.
(12) To undertake other issues assigned by the municipal government.
